I think it's best he stay put. Got enough crazies out there now that haven't been caught, no need to add him back to the population. He's gotta be in his 70's now anyway? Shouldn't be a whole lot longer.

Or, it could go the other way. How many nut jobs out there worship this guy, and would love for him to tell them who to kill? Messed up planet man, I'm sure there are some that would love to kill for him and treat him like a god. this is true.... however my argument is that people are already writing to him whilst hes in prison, offering to kill, main, hurt etc etc, on his behalf. Adults, teenagers, crazy people already with a vendetta against the world. he does nt need to be on the 'outside' , there are already people out there including ex family members and old friends who would jump off a cliff on his say so. Therefore keeping him in prison to prevent this specific type of thing is pointless. I dont agree that he should be released, life should mean life, but as Ive said before keep him inside because of what hes already done, not because it makes people in high places look more important.

On the inside I'm pretty sure they don't let Charlie write back to these people. Him being released would give these people live access to him and it could be the thing that finally gets them to go through with their plans of murdering someone.
