If you can download it, you might be able to get an HDMI to R/W/Y Converter and hook that up to a VCR and then record from the line in like it used to be done with TV. I'm just spitballing this, though, it might not work without exact finagling but I think it could be done.

Misread the question a bit. Good call NDX , that might be something workable, but I think there would have to be some kind of adapter to make the VCR recognize what it's reading from the PC since they'd be in different formats. Probably something out there that could do this, but it would probably be expensiveish. Question, if you already have the media on your PC, why convert it to VHS? You could just get a cable and make your TV a second monitor, then watch it on TV sans the VCR. Maybe I'm still not understanding fully, but if you just want to watch something on your PC on your TV, that can be done fairly easily.

Or maybe burn to a DVD and the transfer to a VHS via a combo player.

That seems like way too much work, if it's even possible to do. I love VHS, but am definitely not going to downgrade a film from DVD or blu-ray.
