Dead Silence isn't bad either, as far as the scares go. Ventriloquist dolls are freaky anyway, and this plays on that fact very well.

I agree about there being non-horror movies being scarier than some or most horror movies. At least when someone like David Lynch is behind the camera.
A Clockwork Orange is pretty frightening.
Scariest horror movie though? Anymore I'm more scared by a movie's premise and situation than the actual movie itself. Although Freddy Krueger still gives me nightmares every now and again. Sometimes Leatherface too. I still love horror movies, but I'm not as disturbed by them. I'm more disturbed by the news and profiles on serial killers. So on and so forth. Podcasts can be scarier. Books too.
I was disturbed by that limited series on Hulu called The Act.
That's my two cents.
